many reasons that may not be permissible. Some motives could be

This information may or may not be current information. It could be the information that was used to open the box account years ago and may no longer be accurate.In that case a private investigator can use data bases or other sources to identify and locate the real owner of the PO Box. The investigator may even use a pretext to mail items to the box in order to trick the owner into revealing their location and identity. But whether it is a protect, public records, data base or through a subpoena it is a simple a routine matter to obtain this information.
